Dollar Energy Fund funds the West Virginia Utility Assistance Program to assist low-income homeowners and single mothers with their gas, electric and water bills. The program provides assistance in the form of a one-time grant that is paid directly to the utility provider through the applicant’s account. 

This program is beyond what the state, federal and local programs can provide. This program provides assistance to qualified utility customers on an as-needed basis. The availability of funds and your eligibility are also factors in determining whether assistance is available. The program guidelines and qualifications requirements can change at any time.

West Virginia Low-Income Energy Assistance Program (LIHEAP)

West Virginia LIHEAP’s purpose is to reduce heating costs for low-income households. Direct cash payments are made to utility providers through the program. A component of the program that provides assistance for low-income households in heating emergencies, such as loss of heat source, has a component called a crisis. 

To be eligible for the program benefits, you must live in West Virginia and need financial assistance with your energy bills. Are you or any members of your household receiving SNAP, TANF or SSI benefits? You are automatically eligible for program assistance in West Virginia. You must meet the income requirements.

West Virginia Lifeline Discount Program

Frontier, an organization that helps low-income single mothers and families to pay their phone bills, offers this program. The Lifeline service offers a discount on monthly telephone service as well as quality internet service. You can only get one discount per household. Assistance may be available to eligible low-income families. You or a member of your household must be eligible for Medicaid, SNAP or SSI.

West Virginia Health Insurance Premium Payment (HIPP)

This program helps low-income families (including single mothers) save money on their medical expenses. How does it work? The program reimburses all patients who have spent money on their health insurance or those given by their employers. Medicaid may be able to assist you with medical expenses.

West Virginia Department of Health and Human Resources (DHHR)

DHHR offers school clothing allowances to single mothers of low income who have school-going children. The child(ren) must be enrolled at one of the West Virginia schools. Each child who qualifies receives $200 that the parent can use to purchase school clothes. 

Children aged 4-8 years old, children in foster care, parents/guardians of children under SNAP, as well as families with school-going children who are eligible for WV WORKS financial assistance, are all eligible.

The Emergency Assistance Program helps families in meeting their financial needs, even when they are not able to do so. Short-term assistance may be available to help you get food, clothing, shelter, transport, or medical care. This program provides assistance for only 30 days in any given month.

West Virginia Other Needs Assistance Program (ONA)

ONA funds are available to single mothers and low-income families in need of financial assistance. The law may allow you to be eligible for transportation. To be eligible for ONA support, you must have received assistance from programs.
